radiator flush service

One of my 94 vw golf taillights won't turn off, the running light on the other front side stays on 2, ideas?

I swapped the light switch out as well as the tail light assembly on the bad side. I swapped all bulbs too. No Luck!!

Take a good driveer and knock a hole in one.lol.
