Can we use pulleys to reduce the force to run a turbine to produce electricity?

If we make a long chain consisting of moveable and fixed pulleys. Then it will reduce the force required to move a body and can we use this machine to run a turbine by a less force and produce more electricity? by a less force and produce more electricity?
The criteria here is power (P), where P = Speed * Force.
If you manage to reduce Force through your long chain of pulleys or gears then the Speed has to increase in the reverse proportion.
