How much should it cost to replace a lower radiator hose in a Volkswagen Passat?

I'm being quoted $370 which seems outrageous since the part is about $30
If the part is $30 then you should probably pay around $100 because labor rates can run from $70-$90 per hour, and it's probably rated at one hour because they have to drain the radiator and refill it again etc. $370 sounds more than little high.
