2001 bayliner Capri trim won't go down but trailer button (up) seems to work?

I stored the boat over the winter, with a boat cover. When I removed the boat cover I noticed moisture in the engine compartment. Now my trim down button won't work, when the button is pressed I hear just s clicking sound at the trim pump and then it
up down as far as the motor is concerned is just a simple matter of which wire is positive and which is negative.
in a proper working system, when nothing is being pushed, BOTH wires are a ground. then when you enage it, whichever side you pick,
