Are Halo Xenon headlights legal on a car?

I have a 1986 Pontiac Fiero GT, i am currently "resurrecting" it, and would like to install "Halo Xenon" Headlights

this in particular http://cgi.ebay.com/ebaymotors/84-88-PON TIAC-FIERO-HALO-XENON-HEADLIGHT-KIT-85-8

the blue lighted housing is NOT legal in most areas....but u will have to check locally on that.....and Xenon bulbs are legal but......HID with transformers are not without a HID housing to go with the bulb......

but since those are sealed
