radiator flush service

What is wrong with my auto radiator ? the fan does not turn on and the engine temp meter goes off the charts?

My 1998 honda accord lx 2.3 liter 4d's radiator has a problem. the engine runs really hot and when i pop the hood the fans do not turn on. whats the problem? i DID have a leak in the upper radiator hose and it might have leaked onto some electronic components.
